Position Summary:

Under the supervision of the Infrastructure Manager is responsible for the maintenance and support of all public safety technology and related equipment for the Livingston County Public Safety System (LCPSS) and its public safety customers. Responsible for following a comprehensive maintenance schedule of all public safety equipment, ensuring equipment functions properly, and researching and recommending new technology. Serves as a leader for other public safety technology specialists, with latitude in the use of initiative and independent judgment.

Pay Rate Information:

The Sr. Public Safety Technician position is a non-union position and starting pay is $31.6007/hr. This position is eligible for step pay increases within our Non-Union Grade 10 wage scale. Top end of the current wage scale for this position is $41.0812/hr.

Essential Job Functions:

An employee in this position may be called upon to do any or all of the following essential functions. These examples do not include all of the duties, which the employee may be expected to perform. To perform this job successfully, an individual must be able to perform each essential function satisfactorily.

  1. Serves as a leader for other Public Safety Technology Specialists, delegating workload and assignments, monitoring work output and assuring proper training and technical expertise.
  2. May lead or participate in the Livingston County Public Safety System Administration (SA) Team.
  3. Attends monthly meetings of police, fire, EMS and 911 professionals to provide updates and answer questions about the LCPSS.
  4. Maintains a high level of understanding of the LCPSS (e.g. SunGard's Public Sector OSSI solutions, ACS FireHouse, Central Dispatch technologies, voice recording systems, 911 phone systems, radio systems, etc).
  5. Maintains current technical expertise in the rapidly changing area of public safety, and recommends improvements and modifications as necessary. Attends conferences, workshops, and seminars as appropriate.
  6. Installs, upgrades and configures hardware and software on desktop and mobile environments, laptops and PC peripherals such as printers, monitors, scanners, modems, air cards, and related hardware. Ensures all public safety technology and equipment are in working order and regularly maintained.
  7. Troubleshoots and repairs a variety of complex software and hardware problems for multiple departments using the LCPSS. Provides support on a twenty-four hour basis.
  8. Provides users with network technical support and user and team training as necessary.
  9. Responds to needs and questions of users concerning their hardware, software, and PC peripherals.
  10. Prepares and updates, as needed, user and system documentation.
  11. Responds to service assignments at multiple locations throughout the County.
  12. Perform preventative maintenance of simulcast fire & EMS paging system (equipment located at communication tower sites throughout the County).
  13. Performs other duties as directed.

Required Knowledge, Skills, Abilities and Minimum Qualifications:

Requirements include the following:

  • Bachelor's Degree in information technology, or related field and five years of progressively more responsible experience in information systems.
  • The County, at its discretion, may consider an alternative combination of formal education and work experience.
  • Certification in A+ and MCSE.
  • Michigan Vehicle Operator's License.
  • Ability to serve as the senior member and leader of a group assigned to public safety technology.
  • Thorough knowledge of the principles and practices of managing and repairing information systems specifically with public safety software and hardware.
  • Considerable working knowledge of PC/Network hardware including, but not limited to, routers, firewalls servers, modems, etc., Windows operating systems, Virtual Service Technology, and Microsoft Windows/server environment.
  • Ability to analyze and use deductive reasoning, troubleshoot complex computer software and hardware issues, and repair and maintain information technology hardware and software.
  • Knowledge of basic police reporting, Criminal Justice Information System security policies such has HIPAA security and privacy policies and LEIN requirements, County communications systems, communicating technical operating procedures and information, and maintaining detailed and accurate records.
  • Skill in assembling and analyzing data and preparing comprehensive and accurate reports.
  • Skill in effectively communicating ideas and concepts orally and in writing.
  • Ability to establish effective working relationships and use good judgment, initiative and resourcefulness when dealing with County employees, contractors to the County, representatives of other governmental units, professional contacts, elected officials, and the public.
  • Ability to assess situations, solve problems, work effectively under stress, within deadlines, and in emergency situations.
  • Skill in the use of sophisticated office equipment and technology, including Microsoft Suite applications, Citrix, Mobile VPN, the County's enterprise software system, GIS mapping software, and the ability to master SunGard One Solution.
  • Skill in the use of photographic, audio and video equipment, mobile car computing systems, 800 MHz radios, and pagers.
  • Ability to respond to emergencies or service needs on a 24-hour basis.
