Position Summary:

This is a grant funded, termed Public Health Nurse position at the Livingston County Health Department. This position has been developed to provide support during the COVID-19 response. Under the supervision of the Director of Personal Preventive Health Services/Deputy Health Officer, is responsible for conducting disease case investigation and management to individuals infected with COVID-19 and provides consultation and education on COVID-19 mitigation. This position also provides various nursing care functions for multiple public health programs, including but not limited to WIC, immunizations and communicable disease control to promote health and wellness to clients in the County.

Pay Rate Information:

The Public Health Nurse is a non-union position and starting pay is $27.6436 / hour. This position is eligible for step pay increases within our Non-Union Grade 9 Wage Scale. Top end of the current wage scale for this position is $35.9367/ hour. This is a grant funded, termed position.

Essential Job Functions:

An employee in this position may be called upon to do any or all of the following essential functions. These examples do not include all of the duties, which the employee may be expected to perform. To perform this job successfully, an individual must be able to perform each essential function satisfactorily. This position is part time irregular position.

  1. Provides nursing care to individuals according to guidelines and standing orders in multiple public health programs involving professional nursing principles.
  2. Provides client centered care by performing various nursing functions to include performing immunizations, documenting complaints, identifying problems, and providing counseling and education.
  3. Serves as a lead to staff to include assigning and monitoring work and providing direction.
  4. Completes disease investigations and provides education to patients.
  5. Provides professional education and referral services to clients with various health needs, within the agency and in the community.
  6. Provides orientation to new staff and students regarding various public health programs.
  7. Keeps abreast of legislative and regulatory developments, new administrative techniques, and current issues through continued education and professional growth. Attends conferences, workshops, and seminars as appropriate.
  8. Complies with the Health Departments quality improvement policy and actively participates in the quality improvement plan.
  9. Completes program documentation in various electronic databases / systems, and service activity coding within recommended time parameters
  10. Performs other duties as directed.

Required Knowledge, Skills, Abilities and Minimum Qualifications:

Requirements include the following:

  • Bachelor's Degree in nursing and two years of progressively more responsible experience in public health.
  • The County, at its discretion, may consider an alternative combination of formal education and work experience.
  • Registered Nurse in the State of Michigan.
  • Michigan Vehicle Operator's License.
  • Through knowledge of the principles and practices of nursing and public health, and providing nursing services and care.
  • Considerable knowledge of immunizations and schedules, communicable diseases, reproductive health issues, and administering various health tests.
  • Skill in assembling and analyzing data and preparing comprehensive and accurate reports.
  • Skill in in providing nursing procedures and services to a variety of clients.
  • Skill in effectively communicating ideas and concepts orally and in writing.
  • Ability to establish effective working relationships and use good judgment, initiative and resourcefulness when dealing with County employees, contractors to the County, representatives of other governmental units, professional contacts, elected officials and the public.
  • Ability to assess situations, solve problems, work effectively under stress, within deadlines, and in emergency situations.
  • Skill in the use of office equipment and technology, including Microsoft Suite applications, software programs utilized by the Health Department and applicable medical devices.
  • Ability to respond to emergencies or service needs on a 24-hour basis

The typical work environment of this job is a business office setting where the noise level is quiet and sometimes moderate.
